MOD POLICY & STANDARDS

Working within MOD policy and defence standards, not around them.

Defence programmes do not sit outside UK and EU chemical regulation, but they do sit inside a parallel framework of MOD policy and technical standards that shapes how that regulation gets applied in practice. JSP 418 Leaflet 5 sets MOD policy for the through-life management of Hazardous Substances and Restricted Materials (HSRM), covering the procurement, use and disposal of consumables, infrastructure, platforms, systems and equipment that contain them. Individual Defence Standards (Def Stans) then set the specific performance, design and material requirements a platform or component has to meet.
Getting a material or substance position right for defence work means reading both frameworks together. A material can be fully compliant under UK REACH or CLP and still fail a Def Stan requirement, or meet a Def Stan and still raise a Restricted Materials question under JSP 418 Leaflet 5. We help programmes work through both at the same time, rather than resolving one and discovering a conflict with the other later.

Material and substance compliance on a defence programme rarely sits with one team. It touches the project team defining requirements, the prime contractor delivering the platform, and often several tiers of sub-contractors below them, each working to their own part of the same contract.
